What services are currently available on the Electronic Licence Management System (eLMS)?

The services available on the new eLMS are Authorization, Import, Export and In-transit Permits, Restricted Component Enrolment, Firework Operator Certificates, Manufacturing licence/certificate (including Mobile Process Unit), Storage licences and Security Screening (Approval Letters). See list below for detailed service options:

  • Authorization - apply to get your products authorized, amend authorized products, pay fees online and search the Authorized Product list
  • Import Permits - apply for, amend or renew permits, payment of fees online and submission of transaction reports
  • Export and In-transit permits - apply for, amend or renew permits and submission of transaction reports
  • Security Screening - you can apply for an approval letter, view it online and share it with your employer’s security officer
  • Restricted Component Enrolment - apply for, amend and renew
  • Firework Operator Certificate - apply for, upgrade, renew and pay fees online
  • Manufacturing Licences/Certificates - apply for, amend, renew and pay fees online
  • Mobile Process Units (MPUs) – apply for and amend
  • Storage Licences - apply for, amend, renew and pay fees online

How long will it take to get my Licence if I apply using the Electronic Licence Management System (eLMS)? How will I receive it?

Once you submit a complete application with all the required supporting documentation, the time it takes to process will depend on the complexity of the application, the need for testing and the need for additional information by an inspector. Normal processing times will apply, however, once an approval has been granted, you will receive an email notification and your authorizations and permits will be available to you immediately. Authorized users can then retrieve their Notice of Authorization or Import Permit through Explosives Services by logging into NRCan's portal for eServices (eportal).

Can I still access the Authorized Product List without using other Explosive Services?

Yes. The new Electronic Licence Management System (eLMS) will improve the accuracy of the Authorized Product List by generating lists based on the current data which will change as new products are authorized or products are removed. The search criterion is the same as always. Access is through NRCan's portal for eServices (eportal) and clicking Explosives Services. Enroling in Explosive Services is not required.

What happens to existing permits/data?

  • All active company/individual LPCO (licence, permit, certificate, other) holders will have been migrated to the new LMS along with contact information.
  • All active and in-progress LCPOs will have been transferred to the new LMS and be available on-line.

What if I can't complete a process in one session - is my data lost?

No, all data for an authorization application can be saved by clicking "Save My Work" at the end of each screen. Saved in progress authorization applications can be accessed later from the "Work in Progress" section under the Explosive Services Home page. For import permits, this feature will be available with the next release.

How do I submit documents?

  • Commonly supported Documents formats can be saved as attachments (Word, Excel, pdf, standard picture formats, etc.).
  • Documents will be submitted on-line along with the Application form.

How do I submit my Transaction Reports?

The Transaction Report is required to be submitted by every Import, Export and In-transit permit holder at least once per year. This record can be submitted using the online services through the Electronic Licence Management System (eLMS) or by submitting the Form F04-02 found on our website via mail, fax or email.

What are the browser requirements?

NRCan Explosives Services are best viewed with Microsoft Internet Explorer, Mozilla Firefox, Google Chrome or Safari. Please confirm your browser settings before accessing the Electronic Licence Management System (eLMS) online through Explosive Services at NRCan's Electronic Portal for eServices (eportal).

Is My Information Secure?

Yes. The information is stored in accordance with the requirements of the Government of Canada for the security of personal information. NRCan's Electronic Portal for eServices (eportal) requires the use of secure login credentials before the Electronic Explosives Management System (eLMS) can be accessed. No one will have access to the information except authorized NRCan personnel or those persons authorized by the information (Authorization or Permit) holder. The information you provide is held by the Government of Canada and is protected under the Federal Privacy Act.

How do I change my information on the Electronic Licence Management System (eLMS)?

If you want to update your personal information, go to the "My Profile" tab on the left of the Explosives Services menu.

If you want to update company information, go to the "My Companies" tab on the left of the Explosives Services menu then select the company you wish to change the information for then "Update the Company Profile"

I am an authorized contact for more than one company. How do I enrol another company?

You need to follow the same process as you did with enroling the first company. Select the "My Enrolments" tab on the left menu and select "Enrol a company"

I do not have a company. Can I still apply for a Licence, Permit or Certificate?

Yes an individual can apply for Explosives Services. To apply as an individual, select "My Enrolments" and "Enrol as an Individual". You must enrol as an individual if you wish to apply for an Approval Letter.

I want to check the status of my application?

To check the status of an application, check the company name under "My Companies" and searched for your licence or permit.

I cannot find my Import Permit number.

As part of the process of moving to the new eLMS system, some of the Licence or Permit numbers may have had the prefix changed. Import Permit numbers were changed from the prefix "I" to "PA" and were changed to a six digit number by adding a "0" (for example: "I23456/A" was changed to "PA023456/A").

What companies am I a member of? I cannot find a company I am a member of.

You can find the companies you are a member of by looking under the "My Companies" tab on the left menu.

If you cannot find a company you are a member of, check with the authorized contact to be sure you have been added as a member of the company. Also check that the company has been activated.

How can I add other members and brokers to a company or authorization/permit?

Go to "My Companies". Select the company you want to add members to. Select "Manage my Permits Members". If you are not an authorized contact for the company, you will not be able to add members.

How do I let others see my personal Licences, Permits or Certificates?

Go to "My Personal Licences, Permits and Certificates" and select "Manage Members".

I cannot find a product on the Authorized Product list. What happened to it?

Product may:

  1. be classified as Type D,
  2. the holder may have requested that it not be published,
  3. it was authorized for a specified period,
  4. continued authorization fees were not paid and product deauthorized,
  5. product deauthorized due to safety concerns or at request of holder.

How do I apply for a Licence, Permit, Certificate or Authorization?

To apply, go to Explosive Services and select "My Companies" from the left menu. Click the company you want to complete an application for. Select "Apply for a new Licence or Permit".

Why does it take so long to submit my application form?

The time it takes to submit depends on the size of the file(s) attached or the number of products being requested. Files larger than 20 MB, or an application with several thousand products, can take several minutes to submit. Please do not continue or stop the processing until submission is complete as an incomplete application will be receive by NRCan. If a file or files are larger than 50 MB, or your application contains more than 8000 products, please contact eLMS Help Desk at 613-948-5200 (toll-free: 1-855-912-0012 in Canada and USA) before submitting.

Products are missing from my import or export permit that were there previously. What happened?

When an import or export permit is renewed or amended, only products that are authorized on that date are put onto the permit. Products that were de-authorized between when the permit was issued, and either amended or renewed, are no longer permitted to be imported or exported and are therefore removed from the permit. If you require products that have been de-authorized, please contact the eLMS Help Desk at 1-855-912-0012 (toll-free: in Canada and USA).

How do I apply for an Approval Letter?

To apply for an approval letter, you must first enrol as an individual. Once you have complete enrolment, select "My Personal Licences, Permits and Certificates" from the left menu. Select "Apply for a NEW Licence, Permit or Certificate" and select "Security Screening Approval Letter".

How can I let my employer see my approval letter?

As part of the application process, you are asked if you wish to share your approval letter with your employer. There are two options, a copy can be mailed to your employer, or you can share it online with your employer. If you select to share your letter online with your employer, only the employer’s security officer will be permitted to view the letter. If the company has not been enroled in the Electronic Licence Management System (eLMS) and assigned a security officer, your letter will not be available to your employer to view even if you selected this option.

How can I change my name or company name?

To change your name or the name of your company, please contact the eLMS Help Desk at 1-855-912-0012 (toll-free in Canada or USA).

I did not receive any emails.

Emails are sent several times during the application, renewal or amendment processes. They may have been put into your Junk Email folder and be from "Do Not Reply / Ne Pas Répondre (NRCan/RNCan)".

I have completed my enrolment but cannot see my permits.

In order to view the permits associated with the company you have competed the enrolment for, select "My Companies" on the left hand menu and select the "Access" button beside the company you want to see the Licence/Permits for. Scroll to the bottom part of the screen to see the Licence/Permits numbers currently associated with the company.

On my Restricted Component site, why is there no site contact shown?

If you are currently enroled as a seller of Restricted Components or products made from Restricted Components, the site contact you provided is still accessible by NRCan but cannot be displayed online. In order to view a site contact online, each contact must enrol into NRCan’s ePortal. Once the contact has enroled in the ePortal, they need to provide you, as the Authorized contact, with their Account URN (found at the upper right corner of the screen) and the name they used to register. You can then go to “Manage Members” on the “Company Home” page to add them as a member of the company. Once added as a member of the company, you can then add them as a site contact under “Restricted Components Enrolment” under the “Company Home” page. The site contact can be changed at any time without requesting an amendment.

I can only add myself as a site contact for a Restricted Component site. How do I add another person as a site contact?

To submit a new application for Restricted Enrolment, add yourself as the site contact. You can then update the site contact at any time without an amendment using the following process.

In order to add a site contact online, each contact must enrol into NRCan’s ePortal. Once the contact has enroled in the ePortal, they need to provide you, as the Authorized contact, with their Account URN (found at the upper right corner of the screen) and the name they used to register. You can then go to “Manage Members” on the “Company Home” page to add them as a member of the company. Once added as a member of the company, you can then add them as a site contact under “Restricted Components Enrolment” under the “Company Home” page. The site contact can be changed at any time without requesting an amendment.

Why is my Restricted Component enrolment number not the same?

The new eLMS no longer requires file coding information as required by our old filing system so the number can now be simplified. The “RC” stands for Restricted Component, the letter before the six-digit number represents the first letter of your company name, and the last letter is either “C” for Component Seller or “P” for Product Seller. Please use this new number to communicate with the Explosives Regulatory Division.

I do not see all my Restricted Component sites. Why?

If you do not see all your Restricted Component sites, they may be 1) listed under another company name (or a different spelling off the company name), 2) have been closed prior to the new system being functional, or 3) it was missed or not migrated from the old system properly. Please contact the Explosives Regulatory Division at the numbers below.

How do I submit my Annual Ammonium Nitrate Report?

In order to submit an Annual Ammonium Nitrate Report, you will receive a reminder letter with information on obtaining a report form (F20-02) which must then be sent to the Explosive Regulatory Division by mail, email or fax. The online reporting functionality is not currently available on the new eLMS.

Why is my Manufacturing Licence/Certificate number different?

With the new eLMS, the Explosives Regulatory Division has taken the opportunity to update our Licensing numbering system. Your three, four or five digit number will still be the same. We have added zeros proceeding the number to bring it to six digits and updated the prefix and suffix characters. The number will look similar to F1-000001/E. The first two characters are the licence/certificate type, the six digits are the licence/certificate number and the last character is the main explosive type manufactured.

How do I pay my Manufacturing Licence/Certificate fees online?

When submitting a new application or renewing your licence or certificate, the fees are not calculated until after the initial review by an inspector. Once the inspector has done the initial review, they will set the fee and your will receive an email notification to go online to pay the required fees. Fees can be paid online or you may decide to pay them by another method.

How do I add or remove an MPU to my Satellite Site?

MPUs are added or removed to a Satellite site through the main licence. Amend your main licence to add or remove MPUs.

How do I add or remove a Satellite Site to my Factory Licence?

To add a Satellite site to a factory licence, create the Satellite Site and once complete, amend the main factory licence. It is added using the additional details page by describing that you want to add a Satellite site and include the number of the site to be add. To remove the site, request closure of the Satellite site then amend the main licence to remove it. NOTE: a Satellite site cannot be used until it has been added to the main licence. In addition, if a Satellite site is amended, closed or reopened, the main licence must be amended.

How do I apply for a new fireworks operator certificate or view my existing certificate information?

To apply or view your fireworks operator certificate, you must first enrol as an individual. Once you have completed enrolment , select "My Personal Licences, Permits and Certificates" from the left menu. Select "Apply for a NEW Licence, Permit or Certificate" or “View YOUR Licences, Permits and Certificates”.

How do I upgrade or renew my fireworks operator certificate?

To upgrade or renew your fireworks operator certificate, you must first enrol as an individual.

Once you have completed enrolment , select the “My Personal Licences, Permit and Certificates” tab on the left of the Explosives Services menu then select “View” for the appropriate certificate. Select “Upgrade” or “Renew” on the right side of the page.

When I am applying to upgrade my fireworks operator certificate, can I upload my work journal and letter of recommendation as one file?

Yes. The work journal and letter of recommendation can be uploaded as one file in the “Work Journal” section. If you have a separate letter of recommendation please upload it in the “Letter of Recommendation” section.

I do not see a “Renew” tab on the certificate page

You cannot renew your certificate on-line before 30 days prior to the expiry date. If you want to renew your certificate earlier than 30 days prior to the expiry date, please contact the Explosives Regulatory Division.

Can I pay for my fireworks operator certificate fee on-line?

Yes. You can pay directly on-line using a credit card. You can also choose the option to pay later by cheque or money order. Please note that the certificate cannot be issued until payment has been received.

Will I still receive a certificate in the mail?

Yes. A fireworks operator certificate will be sent to your mailing address. However, you can download a letter that confirms your certification to use until you receive your certificate. If you want to download the letter, go to the “My Personal Licences, Permit and Certificates” tab on the left of the Explosives Services menu, then select “View” for the appropriate certificate. On the certificate page, select “Download Letter” to download a pdf version of the letter.

How do I add a new Site Contact to my storage licence?

If the required site contact is not available for you to select during an application, it can be changed after you have submitted your application.

A new contact is added under the “Manage Members” tab under the "Company Home" page. A new member can then be added using the "Add a Member" button. To add a new member, the person being added must enrol in Natural Resources ePortal at https://eservices.nrcan-rncan.gc.ca , (they do not need to enrol in Explosives Services).

Once they are enroled in the ePortal, enter the Account URN found in the upper right corner of the screen (example AR890314). Enter their first and last name. Click “Next” and enter the rest of the information requested. You will also need to enter the member type you want to assign to this person. Once you have added the new name, they are now available to be added to your licence.

Navigate to the your licence and select "Change Site Contact" to select added person.

I have submitted my storage application but there is no fee.

Some types of storage licences require NRCan staff to review the application before a fee can be assessed. Once reviewed, you will receive an email notifying you that fees are available to be paid.
